Founded in 2022 in the aftermath of Winterstorm Uri, PowerHouse Texas was born out of a vision to educate
and cultivate energy policy leaders, foster bipartisan collaboration and inform evidence-based
policy change for Texas’ biggest energy and environmental challenges.
Despite being the country’s largest greenhouse gas emitter, Texas is also the leading producer of clean energy.
This unique position enables Texas to spearhead decarbonization efforts. It is essential that misguided policies do not
hinder this progress. Along with our sister organization, the Texas Energy & Climate Caucus, we play a vital role in
combating misinformation and bridging the science-policy education gap, allowing for better policies,
and inspiring more diverse champions to join the effort.
With rising energy demand and environmental impacts in Texas, there is an urgent need for action.
Texas must continue working towards a more resilient and sustainable energy future, and PowerHouse Texas
is positioned to help legislators and policy staffers chart the path forward, while cultivating a pipeline of future
leaders in energy and environmental policy. What starts in Texas has ripple effects across the
country due to our state’s prominence in energy.

Patricia Zavala is the Executive Director of PowerHouse Texas. She has nearly 15 years of experience in grassroots organizing, program management, training and advocacy. Previously, she served as the Senior Policy Analyst for Jolt, where she led the organization's legislative advocacy agenda for the state’s largest Latino civic engagement
Patricia Zavala is the Executive Director of PowerHouse Texas. She has nearly 15 years of experience in grassroots organizing, program management, training and advocacy. Previously, she served as the Senior Policy Analyst for Jolt, where she led the organization's legislative advocacy agenda for the state’s largest Latino civic engagement organization.
While living in Europe, she worked with the United Nations Food and Agriculture Organization (FAO) and organized transnational climate actions with the UN Climate Vulnerable Forum. Her research at FAO examined agrarian peasants’ movements' influence on international climate policies and environmental justice frameworks.
For over five years she worked at Workers Defense Project, an advocacy organization that uses legislative and legal action to improve working conditions for low-wage workers. She served as the Director of the Employment and Legal Services program, which she expanded to the statewide level.
Patricia holds two masters degrees in Public Affairs and Latin American Studies from the University of Texas at Austin, and an undergraduate degree from the University of California Santa Barbara. She is fluent in Spanish and Portuguese and has worked as an interpreter for a language justice organization that she co-founded. Patricia previously served on the Steering Committee for the Austin Immigrants Rights Coalition and is currently serving on the Board of Directors for the Texas Electric Transportation Resources Alliance.

Prior to that, she served as Director of Capacity Building for the Texas Reproductive Health, Rights and Justice Coalition where she provided strategic support to nearly 20 partner organizations through two legislative sessions.
As a consultant, she helped strengthen Central Health’s Community Health Champions program and provided policy research and technical assistance for the
Central Health Equity Policy Council.
Early in her career, Lyndsi managed a three-year, $2.3M grant project which helped expand food access and health education to nearly 61,000 East Baton Rouge residents through the creation of mobile farmers markets, healthy corner stores, the East Baton Rouge Food Access Policy Commission and Baton Rouge’s first farm to school program.
Anagha Uppal is the Policy & Program Manager for PowerHouse Texas. She joined our team after completing our inaugural Energy Policy Fellowship at the Texas Capitol. In prior years, she has been a project manager for a $5M DOE-funded EV charger installation project with 40 partners; created an international disaster resilience database for an office of the UN; contributed to a decarbonization report for California EPA; and spent time in academic and startup spaces leading arboreal health efforts and wind turbine data provision. Anagha is a computational social scientist with a master's in GIS from UC Santa Barbara.

Doug Lewin founded Stoic Energy, LLC, an energy advisory consulting firm focused on markets, technology, and policy in 2018. Previously, Doug led government and regulatory affairs work for CLEAResult, an energy efficiency program implementer for over 250 utilities in 40 states and provinces. Prior to joining CLEAResult, Lewin was the founding Executive Director of the South-central Partnership for Energy Efficiency as a Resource (SPEER). SPEER was recognized by the US Department of Energy as the regional energy efficiency organization for Texas and Oklahoma, working with a network of similar organizations throughout the US to advance energy efficiency.
Lewin worked at the Texas Legislature for five years as a legislative aide, primarily on energy, environment, and climate issues for three different elected officials in the House and Senate. There, he established a successful bipartisan energy policy working group which deepened the knowledge base of a wide group of Capitol staffers and members by bringing in guest speakers from industry and academia.
Lewin is a nationally recognized energy expert, particularly in the electric grid, renewable energy, energy efficiency, demand response, utility regulation, and pollution reduction. He is contributor of articles on Texas energy to Renewable Energy World and has been featured in newspaper articles and TV/radio segments throughout Texas and nationally, including the Texas Tribune, the New York Times, the Austin American Statesman, the Dallas Morning News, the Houston Chronicle, Texas Monthly, the Texas Observer, Texas Public Radio, and more. Lewin earned his Bachelor’s and Master’s degrees from the University of Texas at Austin and is a proud husband and father of four children.

lead for the National Caucus of Environmental Legislators. She personally drives an electric vehicle and has solar panels on her roof. Expanding renewable energy and maintaining incentives for solar, wind and electric vehicles is an important step in decreasing our carbon footprint.
In her first session, Vikki passed legislation allowing the Western Travis County Groundwater Conservation District to establish its governing body and continue its work. With the tremendous growth in her district, water resources are strained and additional planning is required. In her second session, Vikki worked across the aisle to ensure high-level radioactive waste could not be transported across the state. Additionally, she worked to ensure an excessive registration fee was not placed on electric vehicles.
Vikki and her husband raised their kids in Austin, and now run a small business, Goodwin & Goodwin Real Estate. Vikki is a graduate of the University of Texas, and earned her Master’s degree from the LBJ School of Public Affairs.
